If you are a tenant of a rented house and you have damages to the house itself, whether it is inside or outside and the landlord is refusing to carry out repairs, then you are eligible to claim for those repair costs. You also can compensate for any injuries sustained or loss of items due to the house being in that damaged state.
Your Housing is required to ensure that the house has a rigid structure to live within and the exterior is in a good condition for living as well. They also have to ensure any essential appliances/systems available with the house such as heating system is safe and working to a satisfactory level.

Any modification to the house by the tenant, is therefore there own responsibility.
